Actually the differences can be better understood this way: 1) to make e-payment via Paylah which amounts to transfer fund cashlessly from one party to another, both parties must have DBS bank accounts. If one party did not have DBS account then Paylah cannot be used. 2) To use PayNow any party can use any bank accounts. The account used for transferring from party A to the receiving account from part B need not belong to the same bank. The accounts registered for PayNow is for receiving incoming fund can be any bank account, need not be DBS. DBS introduced the Paylah service before PayNow but trying to force people to use DBS account. However PayNow is more successful than Paylah because users need not be using DBS accounts. This video produced by DBS is to save face by telling people how their Paylah can be used. In reality you can also use PayNow to pay hawkers and vendors.
