What can change is shell's material and shape and gunpowder based shell will be used in low level combat or ultimate target practice(where expensive tech like mentioned in next paragraph, will be avoided) . Max they can do is design shell as mini nuclear shell or hydrogen reaction based on combustion of hydrogen rather than fusion (which occures in sun which is impossible even to imagine on small scale). I mentioned railgun because , it was trending few months back .
