You forced 60hz without explaining to anyone what it does. This command will make a 144hz monitor no better than a 60hz one.
Fair enough if these guys aren't already getting 144fps tho. Also all graphics options low but put shadows to medium because shadows give you in game advantages.

Vsync can suck your performance I suggest you not to do so and set launch option as -freq (your monitor refresh rate)

Vsync and tripple buffering lag you out, it may LOOK smoother but it's at the expense of greatly increased latency.

In csgo im getting around 260 fps
But it feeling wierd i try on dofferent pc with same parts but is super smooth same internet i try everything

I’ve never heard about this happening before...it just sounds like your csgo is really corrupted or is interfering with something else on your computer. Try deleting it and steam completely and then reinstall them both. It may fix it but other than that I’m not sure

I honestly don’t think so…like you could download and boot the game but it wouldn’t be playable. Intel Celeron cores are meant for the most basic of work so anything gaming related isn’t going to work well.
