At least you can get about halfway up without a key card, at Courtyard/Residence Inn Central Park, the highest I could get in a 65 story hotel without a key-card is 4!
It's a good thing you were able to go all the way up, I had a simular experience at the Ritz Carlton Battery Park. Although the building is much taller with residences on top, the hotel went from 1-14 (no 13) with only 1, 2 and 14 open!

I once went to a keycard hotel just to film the dover impulse elevators the hotel was 12 floors the only 2 unlocked floors were G & 12.
