- What is a Waqf?
A *waqf* (plural: *awqaf*) is an Islamic endowment of property for charitable or religious purposes. It is a permanent dedication of property by a Muslim for the benefit of the community, typically for religious, educational, or welfare purposes. The property placed under waqf becomes inalienable, meaning it cannot be sold, inherited, or otherwise transferred. The income generated from the property is used for its designated charitable purpose.
Who Created the Concept of Waqf?
The concept of waqf traces its origins back to **Prophet Muhammad (PBUH)**, who is believed to have established the first waqf when he dedicated a piece of land for the benefit of the poor. This early waqf is considered a model for later Islamic endowments, serving religious, educational, and charitable functions. However, formalized rules for waqf developed later in Islamic jurisprudence.
Some of the earliest recorded waqfs were established by prominent early Muslims, including the Prophet’s companions. For example, **Umar ibn al-Khattab**, the second Caliph of Islam, is known to have created a waqf by dedicating a piece of land in Khaibar for charitable purposes
When Was Waqf Established?
The practice of waqf began during the **7th century**, shortly after the establishment of Islam. While it was practiced informally during the lifetime of the Prophet Muhammad, the formal legal structure of waqf developed as Islamic civilization expanded. By the time of the Abbasid Caliphate (750-1258 CE), waqf had become a widespread and well-established institution across the Muslim world. This practice continued to grow, playing a key role in funding mosques, schools, hospitals, and other charitable institutions across Islamic empires.
Why Was Waqf Created?
The concept of waqf was created to provide long-term funding for religious, social, and welfare causes in Muslim societies. The primary reasons for establishing waqf include:
1. *Religious Duty**: Waqf is seen as a form of *Sadaqah Jariyah (ongoing charity), which continues to benefit the community and earn spiritual rewards for the donor even after their death.
2. **Community Welfare**: Waqf properties were often used to fund social infrastructure like mosques, schools, hospitals, and public utilities (e.g., wells, roads). The income generated from the waqf property supported the community and ensured the sustainability of these services.
3. **Social Justice**: Waqf was also a means to promote equity and provide for the underprivileged. For example, many waqfs were created specifically to assist the poor, orphans, widows, and travelers.
4. **Preserving Assets**: By making property inalienable through a waqf, individuals could protect their assets from division after their death, ensuring that their wealth would be used for charitable purposes perpetually.
In summary, waqf is a charitable institution deeply rooted in Islamic tradition, created to support social, religious, and welfare causes through the permanent dedication of property.

The foundation of first waqf was laid by Usman Gani a rich companion of the Prophet SWS who deceased a well from Jew for providing free water to the cutizens it was followed by Omar RA offering his property for welfare of the community
Allah SWT becomes the owner of the Property and the muthvalli appointed Waqif( owner of the property) The most important point to be noted is the intention of the waquf as to what purpose the income of waqf should be spent
NO PERSON CAN TOUCH THIS PROPERTY AS UT BELONGS TO Allah SWT There is no need for a law to interfere in the affairs of Waqf The law interferes in management of the the Wakf our country is ruled by its constitution which speaks of Secularism
The legislators as advised by a Maulana should read any Dictionary to know what SECULAR means and drop the Bill
The minister without naming Ambani said the Wakf properties have been taken over by Mafia
However I am afraid that the Bill would become LAW in that the opposition members and Members fro Andhra will WALK OUT after hot debating to please muslims and walking out to please non muslims

Waqf should create jobs for muslims, waqf should give homes to muslims. Waqf should give free employment education to muslims not madarasa education.
