My original wholesale vendor video I did I showed the LA Fashion District website where they have the directory of the vendors available. You can literally scroll through the directory and find vendors. Some have websites listed. Some only have phone numbers/emails. You will have to do your own research but you will find a lot. Some people commenting here who are not going to be buying the required large volume from wholesale vendors might want to try Santee Alley and buy their merchandise at the shops around there. Prices are low, but it's OK to buy only a few items in one style. It's also easy to find large sizes and other specific markets.

If you are international, you shouldn't need it. When I worked for a wholesaler there years ago, we went based off the billing address and we had a ton of customers from South America. If you had an international billing address, no permit was needed. They may require a copy of your passport though.
I recommend going during the day time. Anytime after 5-6pm can get a little uncomfortable. I wouldn't take kids during the weekdays. Saturdays you may be ok taking kids. I don't think anyone would say anything if you did take your kids during the weekday though. You just usually wouldn't see any kids around since it's considered business hours. The retail side you can definitely take kids at any day any time.

You can bring whomever you choose. If they are buying they will just have to buy under your certificate. They wouldn’t be able to purchase without one.
This trip I stayed downtown near LA Live (staples center) rooms were averaging about $200/nt. Which is pretty good for that area. If you stay on the outskirts, you might get better rates. To be honest, right now, I recommend staying on the outskirts just because most restaurants and stuff downtown was still closed. I struggled to find food. Only fashion district was open lol. I don't recommend staying near the airport. It's usually a lot cheaper over there but it's cheaper for a reason. I did see on the news more restaurants are going to start opening soon there. So if you are planning a trip for later then downtown will be fine.

I prefer over by the staples center. There's a few hotels and it's only a mile away. Hotels on the other end by the fashion district are close to skid row and can get sketchy later in the day/at night.
There's the people that walk around selling knock offs on the retail side. But be prepared to get locked up in a closet just to see it. The product isn't visible from the streets they just walk up to you asking if you are interested in seeing it. Mainly on the weekends. Actual designers are not over in the fashion district.
Some may accept just a business license but most won't because a lot of these require resale certificate plus invoices (some just a certificate only). If you are traveling there, I recommend having it because it's better safe than sorry. The one state that doesn't have one does provide their businesses with a letter on their website stating they do not have resale certificates. Or, if you received any type of communicate from your state saying you are exempt from their resale certificate, print that out and take with you. I've received something like that from a buyer I believe in Nevada. That exemption notice will also help you.
