No, it can not be recharged. On depletion, the charcoal has to be cleaned by dipping it in hot water.

Charcoal = pure carbon.
Batteries contain carbon.

They did, 1880's to 1960's, carbon-zinc 'dry cell' batteries with ammonium chloride paste as the acidic electrolyte. You can still find them as the cheap unbranded batteries that last 1/4 as long as an alkaline battery.
