How do you change the currency from usd to gbp

If I were to offer a discount code for a future purchase on a thank you card with an order delivery, would that be considered an offsite ad by Etsy?

That will not count as Etsy Ads. If a customer comes back using your coupon code, that will have the regular Etsy fees (without offside ads being applied).
