You have to do a FOR on officers accused of sexual assault for each station you visit. When they say ‘ heightened times’ you can give them a copy of the details and explain how heightened things are.
You don't need to do FOIR for that. Forces publish the details of misconduct hearings on their Web sites. Makes for interesting reading. Many many sexual cases and GDPR breaches.

Substantial is the UK national threat level which you're referring to. You are of course aware that the Police and MP's have different threat levels issued by JTAC which aren't national but are relevant to Police and MP's.
