Since you mentioned the ipv4 range of all public addresses, this sounds like they would need to have to be forwarding ports or leaving uPnP on to be seen by this tool, right? This can't be all connected devices.

I have a sneaking suspicion that someday these tools are going to be heavily regulated and only people with special licenses are going to be able to use them kinda like a the police database but cybersecurity version you'll have to be a professional working for a company that grants you the license to use these tools as needed and that's it
The only reason I think that is because one of these days one of these tools will be used against the wrong person who will be upset and they'll convince the right person to get something like that done
You could just build another one it's just source code at the end of the day. Plus you can hide VM's and resources in the cloud now so you have them when they do that.

Depends on what directory your changing from just type in cd /home/yourusername/Desktop so for ex mine would be cd /home/crashoverride/Desktop
