Cooling for leds lights is needed. When when vehicle is moving, light output will be the same because they are not overheating. When vehicle is not moving light output will be decreased to prevent leds from overheating and failing.
I am already sold on these lights. Just waiting for weather to get warmer and I am going purchase set.

What am I missing, what does the speed of the vehicle have to do with anything? Power draw or something similar?
