These are same ROE’s that law enforcement has in the US. The sad part is that most don’t recognize immediate vs imminent in these situations. You will observe in video after video of many police shootings this lack of distinction between the two. Many officers will mistakenly wait until the threat is immediate vs imminent to shoot, or use deadly force in any way and this has cost lives. The legal standard is- would a reasonable person, based on the totality of the circumstances at that instance, believe it would be necessary to use deadly force against a subject in order to stop the individual from causing great bodily harm and/or death to the person delivering said force or others at the time. This is a good segment of the interview to illustrate the difference. I’m 25 year law enforcement (retired) in South East Florida with 19 years of that serving in SWAT. Much of this in LE is not enough training and fear response distorting correct perception. Panic basically. It's also often from lack of confidence in ability to respond when threat becomes clear, so it's jumping ahead kind of preemptively.

The vast majority of stuff I read had the guilty party kicked out of the military at best, no prison sentences or anything like that, not trying to judge or anything but I'm genuinely curious about that, US military personnel seem to be able to get away with a lot unless its truly egregious and sometimes not even that.
I think our communities understanding of the ROE, and comfort with it allows for efficient and timely decision to ventilate someone or not. As well as having the confidence that the command is going to back you up and are not looking to hang you out to dry or throw you under the bus every time you schwack someone. NSDQ/SGDM!
