You should be talking of Russia not using a lot of Su-35s because maybe they don't see the need. Russia is currently using less than a third of it's weapons systems in Ukraine because they are more focused liberating territory than fighting a full scale war.
The export and serial versions are now essentially two different fighters made on the same platform. The production version has a quantum radar and electronic stealth technology, the export version has conventional two radars with an active or passive array operating in two ranges that perfectly see low-visibility targets.
