Do you mean web app?
If so you can create it with ASP.NET MVC or Web API + Javascript (or React, Angular, etc)

@@AlKyuubi you can use the http protocol to request and send data from windows forms, with that you could call or even expose APIs

@@AlKyuubi I see, what you can do is create a WinForms app just for the client side of the application, i.e., you create a web API (which can be any language including C#), then you consume the API in the desktop app using the HttpClient class (or any library like RestSharp). The app still has to be installed on the machine, but it's easy to create a one-click installer.
Other than that, I've heard about a service where it's possible to host a WinForms app on a web server but I think that's not common at all and it's probably a paid service.
I would recommend the first option.
