Sure he works for whoever pays him, but he still acts like a villain, killing people who breaks his contracts, having an adversarial relationship with the law, hanging out with Dabi, and mostly selling his information to villains from what we’ve seen so far. Plus he says himself that he’s doing all this out of spite which is a pretty villainous motive to have. My point is he’s a villain who occasionally works for the hero’s team rather than being morally neutral.

He works with both, actively avoids taking sides, and doesn’t seek out either unless he has a use for them. How is that not neutral?
