Normal attack/skill (double attack-thief,super novice) increases with neutral damage% card? No enchant poison activated.

Yes, as long as you are not using any skill (e.g. Magnum Break, Enchant Poison, etc.) or converter (Fire, Water, Wind, etc.) that changes your weapon's element, it will be considered as a neutral damage.

is it true that wanderer and minstrel class will be nerf tomorrow?

The nerf is true for those job classes, however the official timeline when the job balancing will be implemented is not included in the maintenance today.
