Sir why cylinders should be upwards? Please clarify

For example, in the acetylene cylinders the liquid (acetone) is at the bottom of the tank and the gas (acetylene) is at the top. When you keep cylinder horizontal, acetone liquid will be drawn from the cylinders with the gas resulting in significant leakage of acetone. This
will expand several times and create a much greater hazard.
