I think this would work great for short people because the seat belt always ends up right across my throat. It would hold the 2 layers of seatbelt together and could be slid into the position needed to keep the one belt over to the side more so it's not across your throat. It might need to be a little stiffer to make it stay in place but I could see leaving one end open, inserting a piece of that flexible foam that comes in packaging and then sewing the end shut.
