I'm an earth main account here, about Halloween Rairyuu, I have him maxed and actually use him in my offensive team for GB, he is excellent when it comes to countering physical lightning teams with his super high defense and can keep himself healthy with drain evocation and saintly healing. Definitely a more niche unit, but I've found decent success with him despite him being so undervalued by the community. Not to mention such a nice tmr for certain characters like Skahal.
Brand new players get a new step-up with 4 10-pulls with a guaranteed level 99 UR unit in each step, and each step only has a pool of 4 possible units (steps 1 and 4 are Cost 100 units). Xixa is one of he units in the second pool, so a new player could very plausibly begin with her TMR.
I'm not sure if you're paraphrasing me, but I don't use her so if that's the case I think you misunderstood lol I use her TMR constantly, but her as a unit? very rarely unless I need her to steal time in PVE, and she also has heals which are fairly strong but awkward and close range so I'd usually want to use any other support for that unless maybe it's a strike team because she the closest thing strikers have to a UR healer.
If it doesnt break the game then it isnt broken, its strong not broken as it didnt break game, thats what defines something to get fixed is when it breaks game
I may not have stated this well for time but I don't think Bells *is* broken (now) but Revitalize specifically is... kinda How important this buff was to having a good team for so much of the first 2 years of the game inspired not one but two adjustments to it's rarity #1 - Xiza is now one of a few units that can be purchased in the mog shop. You can also build her this way but #2 New Players have an increased chance to pull her on starter banners that give her as a 99, which should just give you her TMR outright So, they needed to make it so everyone had it so that it didn't create as many unfair power imbalances in PVP. Even as AP Regen is becoming less required for newer units, Bells is still must have for several PVE formats where you just need all the AP you can get off a turn 1 buff. Revitalize's level of AP regen has never been matched or surpassed in 3 years since it's release, and usually buffs that do AP Regen and something else restore ~1/4th the AP of Bells. I feel like all of these are indicators that Bells was at some point a mistake at the very least, through by now this is largely adjusted for as the game expanded and powercrept. Even then, Revitalize never has been. Also, while it's not as clearly dominant in this respect anymore, the AGI on this is very high for a TMR and can offer a staggering level of AGI since the trustrune system. This by itself is fine and was likely never a big issue itself because of competition, but to have that advantage and an all you can attack buffet of AP? Yeah. Just the fact that I know what TMR you mean without you saying it is reason enough. But also, if I said this about a non-Bells TMR, forget all that, you right fam.

I had a lot of trouble even 99ing him, but I'm using this TMR on my 140 Oberon now

OH, my newest pupil just pulled a 99 Xiza a few days ago on that banner! That's a great QOL!
Xiza is such a terrible unit that I use her all the time. She is so bad that I keep the TMR on her. She...wait, whut?!

The game to hard at lest in my opinion
There's definitely a lot to take in and learn, especially at first, but that's what makes mastering it so satisfying to me.
