    Go ahead and try to replace that relay. It's a great opportunity to practice such repairs! Obviously be careful with the high voltage caps, always make sure they are discharged before working with them.
    It could turn out that it's not the only problem, but if a relay is welded stuck it's worth fiddling with it. If you want to make sure it's the only fault first you can try disassembling it's casing and forcing the contacts open and closed a few times. If it's not the coil that's faulty it may give it a good few thousand switching cycles ^^

      Check for voltage at the relay first. To make sure that the board isn't in a failure mode and dropped out the relay because of a fault. Unless these are a common source of failure on that board. But in my experience those little relays are pretty reliable. And wouldn't you check those alarm contacts before replacing that module?

    why would a FA monitor module monitor that Power supply?

      Because if it was wired up, it could send a notification to the monitoring station when power goes out
