He'll work with low-grade villains to achieve his ends, but his ends are pretty nice, and he's trying to teach Ruijerd about civilized morality. He's genuinely upset when Ruijerd kills a petty crook. It's moments like this when I like to look at Rudy's behavior in an episode and look at how he's grown over the series so far.
