I don't have any issues on Firefox, I used to have a problem where fullscreen Chrome would be very pixelated (even on 1080p) so I had to switch to Firefox to watch fullscreen videos normally..

had this exact issue, i found leaving the mouse on the bottom left corner (by the play button) makes it go away
Ive found that if you go full screen then change the quality that works too
Just moving the pointer to the bottom left corner works for me.
