I was in Cambodia 9 months back right when they reopened and you could see the effects of covid lockdown were devastating. Angkor Wat was almost empty. Was great for me and my cousin but my heart broke for the vendors and guides there really sad.
Perhaps a case of too much, too soon? As you mentioned, there just isn’t enough money circulating in the Cambodian economy for most of its citizens to shop in places like this. Assuming that the local markets are probably packed with more people.
It's pretty much the same here in NZ, malls have gone quiet now that online shopping is so convenient. Not sure what the internet penetration rate is in Cambodia but its probably much less online shopping done there. Also the mall/product looks too expensive for the average worker in Cambodia.
If it is a high end mall it's understandable perhaps they need stores that cater to lower income people? You should do a video on average income and expenses for monthly, good video thanks Troy
Perhaps you need to provide additional research on the actual PP economy, cost of living, avg monthly wages, etc. Also, why not speak with some locals and get their prospective. A foreign vlogger viewpoint can show a bleak overview of a country.

We visited our relatives and Aeon malls in Saigon recently, we couldn't even walk and find the seats to sit down. Just too many people every where. Happy travels 🎉
The staff has always been better in SE Asia fast food than the west. In America its usually an inconvenience for a fast food employee to assist you. In in the East there's a wonderful greeting and smile and in the west you get a lovely glare and reluctant go ahead with your order.
PP has only 2 million unlike Saigon with over 10 million population now. They have too many malls there but it depends on what days of the week. Aeon3 is under construction almost completed at the end of this year. Happy travels 🎉
Southeast Asians are basically a mix of East Asians and local Negrito/Australasian-like populations in different proportions. Hence the diversity in looks.

Small population means less people. Vietnam population is 5 times more than Cambodia. People in Cambodia don’t like to go to mall on weekdays. We often go on weekends. It’s more packed during weekend. A lot of Cambodians are white too. Half of Cambodia population is white too because we have been mixed with Chinese since ancient time.
Then again, could it be your not giving locals enough credit. Over inflated mall prices keeping them away. They.know where to shop. Malls are for getting out of heat., check the ladies, eat a meal.
Why are all the signs in perfect English? If you did not tell me, I would have thought you were in America. I live in Los Angeles and there are MANY areas here much more foreign than this mall.

malls in the US are dying because of gangs and crime. They're being overrun by a certain demographic.

There's a lot of mix Chinese Khmer particularly in capital n town center, u can't expect 100% Cambodian are all dark skin.
