As a resident of Maine, I can say I'm simply blown away by this act to ban "off road vehicles". I've seen so many jacked-up, janky looking trucks and cars driving around town you wouldn't even bat an eye when compared to those vans. Also, this news personally crushes any hopes and dreams i had of making my racing mower street legal.
I feel bad for Maine residents. The state government's excuse sounds such a complete BS to me. Where did the "off-road vehicle ban" come from "25-year-old waiting period"? It just sounds totally scummy and just targets international off-road imports than any domestic off-road vehicles that are roaming freely around the US.
True- Even funnier, anyone here with a "real" car older then 25 years, can get an antique plate, and be exempt from safety testing. Ostensibly for historically important vehicles, but antique plates more often just get slapped on pieces of crap that failed the safety inspection. That said, I get the issue with Delicas. Kei-trucks do not meet safety standards, and generally not legal anywhere. The delicas slipped in due to a loophole. Some kei-trucks have been registered here as "LSVs" like street-legal gold carts, but again, not technically legal either-
I feel like James is the guy that really hooks you and gets you into the channel and watching all the videos. Whats funny about this, and the 25/15 year rules is, Japan actually has some of the most strict vehicle inspections. Really some vehicles coming over could be, sometimes are, safer and better than what is here.
lol no this is not true at all. Lots of what comes from Japan are absolute rust buckets. Rust is common and these Delica's are no exception. I've owned one. Loved it although it has no power and you floor it going up hills. But yeah this is not true at all. Look at available cars being shipped from japan, so many are rusted.

I guess they went with the producers classification of the car, stated it is classified as an off road vehicle. With the "we don't allow off road vehicles" they could ban every off road vehicle in total. Jeep, lada, mercedes g ... etc, all are manufacturer classified as off road vehicles, that's why that sentence makes no sence

You can do a whole segment on maines laws against motor enthusiasts. Window, tint ride hight, and external lights. There is a more than a few people that would like to keep maine for their summer homes and nothing else.
You could try to bypass the new “law” by registering it as an antique auto since it’s older than 25 years. $38 registration fee and no inspection sticker required.

My uncle just had to sell his Delica recently. He had a beautiful 93’ that he used as a surf rig. Really hoping Maine doesn’t try to extend this to other imports because my dad recently imported a Pajero… The most frustrating part of this whole thing is there are only a total of 11 Delicas in Maine so it felt very targeted.

I am a 53 year old Australian and I learned to drive on what later became the delica. It was called the L300 4x4 . I believe that model was the only one that came new to Australia but later we got the JDM ones because it didn’t match anything made here.Loved the high seating position without the bonnet in the front. I don’t know what the collision rating was but I loved it anyway. As with any Mitsubishi today I would not buy one because of the plastics that perish and go brittle.
I live in Massachusetts but judging by the fact the most of vehicles I see with Maine plates around where I live are entirely made of rust, Delicas are probably the safest 90s vehicles in the entire state, as they tend to not have much rust in Japan
Actually, rust is a huge problem in Japan, and its a problem for the Delica too. However, it costs like 4k just to ship a vehicle from Japan, so importers generally cherrypick rarer clean vehicles to ship to the US. Its why it's hard to find L300s for less than 14k in the US. Meanwhile, in Okinawa, I remember seeing ratty ones going for about 2k.

it definitely met US emissions when it was manufactured, considering how there were very few regulations on diesel engines until more recently. it won't meet nowadays, but there are also legal vehicles on US roads that are far worse.

You know, when Cali started enforcing their older diesel ban, many of those owners went to Nevada/Arizona/Oregon/Idaho/Utah and got an "address" and registered their vehicles there. There's always a work around if you are willing to make it happen.
Sounds like a lawsuit waiting to happen there's definitely damages once someone has spent thousands on a vehicle to drive then the state suddenly revokes your registration and says you can't drive it anymore

the delica is phenomenal slow fast feeling car, loud, bumpy feels like it'll tip at any second because the body moves while the chassis stays firmly planted. my kids love the one we are fixing up and enjoying.

I had a 1995 Delica Star Wagon . One of the best Wagons i ever had . Easy to work on and great if you need spare parts as there are a lot of them here in the Philippines. Unfortunately the last typhoon made a mess of it but the engine was still running after bein submerged in water for 3 days....
I wouldn't call them little, I mean back then they're wide and tall even if they were on stock suspension, but in a proper sets of 18-20 inch wheel & off road tires and a proper off road/crawler suspension system you just built yourself a hill climbing monster

Nolan! This is happening in Rhode Island too! Many Kei car owners are getting letters from the DMV stating they need to turn in their plates as they are no longer allowed to be on the road. Some people are refusing to turn in the plates as the letters they have received are vague in wording and provide no reason for the plate turn in.
I have a 98 European spec "Delica" L300 4wd 5 speed manual and it is a Mountain Goat combined with a tractor. I think it is 5 times more agile off road than my 07 l200 pickup truck witch is also quite off road capable. And it is so fun to drive with 4th and 5th speed being nearly the same ratio and the seating position over the front axle.
My friend had a Delica for a little while and came from my hometown to visit me a couple times while he had it, what a wild van. It had righthand drive, all of the panels were in Japanese, and there was a vial of assid in the center console (aftermarket). What a trip it was riding around in that thing

The Delica has a US cousin. Mitubishi made a van with the same body (minus the 4x4 and turbo diesel) in the 80s. I dont understand why Maine does not allow the Delica, if there is a similar version stateside.
That's EXACTLY what I was telling! The Delica 3G was sold as the Mitsubishi Van and Wagon with a gas 101hp (more than any of the TD) NA-2.4L. I think it may be a "tree-hugging" politician issue (ME is one of the "CARB 11" States, as is almost all of New England as south as NJ).
Here in the Philippines we’ve been seeing Delica imports since the early 2000’s, converted to left hand drive. Pretty common outside the cities when it is used as a farm vehicle or for hauling stuff up in the mountains. Sturdy vehicles for sure and parts are pretty common with other Mitsu vehicles around here like the L300 and the Adventure AUV. It went out of style however when other SUVs hit the market such as the Toyota Fortuner and Mitsu Montero Sport became a common sight here.
They were also made in Taiwan in LHD including the 4x4 versions, cab chassis versions and even pickup versions which is really different. We also got them new in Australia for many years as the Mitsubishi Express van till around 2014 - I've driven a couple including a brand new one. They were the cheapest van on the market and the design was unchanged since the 80s, no airbags, 80s dash, they just upgraded the engine and newer headlights. Also I've seen an guy on Instagram who is in Taiwan who exports LHD off road Delica vans to the US.

As far as I know, antiques don’t have to follow the normal safety and emissions regulations new cars do, yet can operate as any other vehicle. Don’t take anything I’ve said as fact.

I had an early 90s fwd mits wagon. I think technically an l300. I hauled a motorcycle in it :) the 2nd row had captains chairs that slid forward and back and rotated 180 degrees. It was a cool van. Was weird to reach out the window and touch the tire :)
Those Delica's are kinda common in Australia too. Since we're also right hand drive, importing them are pretty easy. JDM vehicles have very poor side impact protection, when they're imported to Australia most of the time, they need to have crash bars added to the doors. The Delica's have a reputation for being very unstable
The Delicas in Canada get those doors as an importer option, and I'm betting they just buy them on the Aussie market. LHD delicas are super rare here, RHD is THE norm.

A good mate of mine has a Delica that he bought off his grandfather and my mate's dad has a Delica. Its a good car and its offroading is just out of this world

I was thinking the exact same thing. Obviously the research wasn’t very in depth… I remember my uncle picking us kids up from school in his and sneaking onto construction sites and climbing big mounds of dirt.
During the peak of second-hand imports in the Philippines, many, including me, took the Delica for granted and dismissed it as an ugly, dirt cheap van for budget conscious families. Now that these beasts are considered cool, many of the local Delicas have sadly already been scrapped or severely neglected. Never knew you had something great until it was gone
Most delicas are being used as a delivery van for water refilling stations and the prices still now is dirt cheap. With the westerners appreciation, it may cause a spike of prices here in the Phils.
They were sold new in petrol rwd new until 2014 as the Mitsubishi Express and were the cheapest, least safe van you could buy in Australia. I've had to drive them for cheap bosses who didn't want to buy a HiAce.
I’ve seen it a lot around Malaysia and I even got a mini toy version of it and it’s really old I’ve got a Mitsubishi Pajero but the 1987 version one and it still runs extremely well!
A loophole is to set up an LLC through a lawyer in another state that has looser regulations (or lower fees) and register it as a company car. It's why you'll see a lot of Ferraris and Lamborghinis in Florida and other east coast states with Montana plates. Some states and cities have started cracking down on this but it's still common.
Same here in Norway. Typically driven by middle aged to old hunters that smell tobacco, all are rusted half to death and worthless on the market. Not judging, I'm all for that lifestyle and think theyre great vans

Don't forget about the 87 Toyota 4wd Van. Those were already imported to the States. I've seen a few in stock form go into places that a Jeep in stock form had gone through. It was called the HiAce in other countries, but in the US, it was simply called Toyota Van.

My dad used to have a 97 l300 4wd turbo diesel, we got them new with 4wd here in Norway so not only jdm to get 4wd, i loved that car when i was little , it was such a cool car 😁

We did a restoration on one of these in New Zealand. We got it for free cause had a smashed side, took it home picked up a donor L300 to be parted and used the L300 side cabin to replace our smashed side. Did a few bit if engine and transmission work on it, repainted it then solf it for $1,000NZ

My uncle just had to sell his Delica recently. He had a beautiful 93’ that he used as a surf rig. Really hoping Maine doesn’t try to extend this to other imports because my dad recently imported a Pajero… The most frustrating part of this whole thing is there are only a total of 11 Delicas in Maine so it felt very targeted.

I am a 53 year old Australian and I learned to drive on what later became the delica. It was called the L300 4x4 . I believe that model was the only one that came new to Australia but later we got the JDM ones because it didn’t match anything made here.Loved the high seating position without the bonnet in the front. I don’t know what the collision rating was but I loved it anyway. As with any Mitsubishi today I would not buy one because of the plastics that perish and go brittle.
I live in Massachusetts but judging by the fact the most of vehicles I see with Maine plates around where I live are entirely made of rust, Delicas are probably the safest 90s vehicles in the entire state, as they tend to not have much rust in Japan

Actually, rust is a huge problem in Japan, and its a problem for the Delica too. However, it costs like 4k just to ship a vehicle from Japan, so importers generally cherrypick rarer clean vehicles to ship to the US. Its why it's hard to find L300s for less than 14k in the US. Meanwhile, in Okinawa, I remember seeing ratty ones going for about 2k.
Yet you can still drive a vehicle from the 50s with no emissions equipment and minimal safety equipment(maybe a padded dash if you're lucky)
"They don't meet emissions", well, they probably EXCEEDS emission standards, since they know how to build a motor in Japan.

it definitely met US emissions when it was manufactured, considering how there were very few regulations on diesel engines until more recently. it won't meet nowadays, but there are also legal vehicles on US roads that are far worse.

Find a small mom and pop shop or a junk yard to register it as a custom and do a buy back. Simple as that. Sadly in Maine 4x4 are illegal to run in Maine on the road unless going to and from a trail.

I had a 1995 Delica Star Wagon . One of the best Wagons i ever had . Easy to work on and great if you need spare parts as there are a lot of them here in the Philippines. Unfortunately the last typhoon made a mess of it but the engine was still running after bein submerged in water for 3 days....
Always have loved these little Delicas, but the Hiace will be the van of my heart.
I wouldn't call them little, I mean back then they're wide and tall even if they were on stock suspension, but in a proper sets of 18-20 inch wheel & off road tires and a proper off road/crawler suspension system you just built yourself a hill climbing monster

Nolan! This is happening in Rhode Island too! Many Kei car owners are getting letters from the DMV stating they need to turn in their plates as they are no longer allowed to be on the road. Some people are refusing to turn in the plates as the letters they have received are vague in wording and provide no reason for the plate turn in.

I have a 98 European spec "Delica" L300 4wd 5 speed manual and it is a Mountain Goat combined with a tractor. I think it is 5 times more agile off road than my 07 l200 pickup truck witch is also quite off road capable. And it is so fun to drive with 4th and 5th speed being nearly the same ratio and the seating position over the front axle.
My friend had a Delica for a little while and came from my hometown to visit me a couple times while he had it, what a wild van. It had righthand drive, all of the panels were in Japanese, and there was a vial of assid in the center console (aftermarket). What a trip it was riding around in that thing

The Delica has a US cousin. Mitubishi made a van with the same body (minus the 4x4 and turbo diesel) in the 80s. I dont understand why Maine does not allow the Delica, if there is a similar version stateside.
That's EXACTLY what I was telling! The Delica 3G was sold as the Mitsubishi Van and Wagon with a gas 101hp (more than any of the TD) NA-2.4L.
I think it may be a "tree-hugging" politician issue (ME is one of the "CARB 11" States, as is almost all of New England as south as NJ).
Okay Okay, I live in Maine and it is great. We might not have a 4x4 JDM van. But we do got a few JDM legend cars.
Here in the Philippines we’ve been seeing Delica imports since the early 2000’s, converted to left hand drive. Pretty common outside the cities when it is used as a farm vehicle or for hauling stuff up in the mountains. Sturdy vehicles for sure and parts are pretty common with other Mitsu vehicles around here like the L300 and the Adventure AUV.
It went out of style however when other SUVs hit the market such as the Toyota Fortuner and Mitsu Montero Sport became a common sight here.
Yeah I rarely see Delicas now as well as Pajeros in the road, I mostly see monteros, Fortuners, and Vios even tho its a sedan Vios is everywhere!

They were also made in Taiwan in LHD including the 4x4 versions, cab chassis versions and even pickup versions which is really different. We also got them new in Australia for many years as the Mitsubishi Express van till around 2014 - I've driven a couple including a brand new one. They were the cheapest van on the market and the design was unchanged since the 80s, no airbags, 80s dash, they just upgraded the engine and newer headlights. Also I've seen an guy on Instagram who is in Taiwan who exports LHD off road Delica vans to the US.

As far as I know, antiques don’t have to follow the normal safety and emissions regulations new cars do, yet can operate as any other vehicle. Don’t take anything I’ve said as fact.

You can see a Delica every month or so in Australia, especially the Space Gear or Chamonix versions. They need to be imported.
I had an early 90s fwd mits wagon. I think technically an l300. I hauled a motorcycle in it :) the 2nd row had captains chairs that slid forward and back and rotated 180 degrees. It was a cool van. Was weird to reach out the window and touch the tire :)
Those Delica's are kinda common in Australia too.
Since we're also right hand drive, importing them are pretty easy.
JDM vehicles have very poor side impact protection, when they're imported to Australia most of the time, they need to have crash bars added to the doors.
The Delica's have a reputation for being very unstable
The Delicas in Canada get those doors as an importer option, and I'm betting they just buy them on the Aussie market. LHD delicas are super rare here, RHD is THE norm.

During the peak of second-hand imports in the Philippines, many, including me, took the Delica for granted and dismissed it as an ugly, dirt cheap van for budget conscious families. Now that these beasts are considered cool, many of the local Delicas have sadly already been scrapped or severely neglected. Never knew you had something great until it was gone
Most delicas are being used as a delivery van for water refilling stations and the prices still now is dirt cheap. With the westerners appreciation, it may cause a spike of prices here in the Phils.

They were sold new in petrol rwd new until 2014 as the Mitsubishi Express and were the cheapest, least safe van you could buy in Australia. I've had to drive them for cheap bosses who didn't want to buy a HiAce.

A loophole is to set up an LLC through a lawyer in another state that has looser regulations (or lower fees) and register it as a company car. It's why you'll see a lot of Ferraris and Lamborghinis in Florida and other east coast states with Montana plates. Some states and cities have started cracking down on this but it's still common.
The 4WD, turbo diesel L300 was available in Australia from the mid 1980's.
Same here in Norway. Typically driven by middle aged to old hunters that smell tobacco, all are rusted half to death and worthless on the market. Not judging, I'm all for that lifestyle and think theyre great vans

Don't forget about the 87 Toyota 4wd Van. Those were already imported to the States. I've seen a few in stock form go into places that a Jeep in stock form had gone through. It was called the HiAce in other countries, but in the US, it was simply called Toyota Van.
