If that car is still drivable, wouldn't it be logical to park the tow truck on the side of the road that the car is on and then drive the car up onto the tilt-tray that way. Even if the car wasn't operational, you'd push it out onto the road behind the tow truck where it could be winched on without blocking the road. Both options I've mentioned are safer and more logical. No need to block traffic like that unless it's an accident scene where the road has been closed. Besides the woman operating the tow truck didn't look like your typical tow truck operator anyhow. Normally she'd have a fluoro jacket on and high vis trousers and business signage on the tow truck to indicate that they're a licensed tilt tray operator and that they're an actual business. Not this one. It all looked pretty sus to me.

It's not a stretch to side pull that car onto the street with the winch on the tilt tray, either, even with the truck parallel parked on the street. The cable is run out, through a block on the corner (or elsewhere) of the tray to the vehicle for a perpendicular pull, if needed. Some operators are better than others. There's many tilt trays used by wreckers, scrap metal mobs & container movers that don't have much in the way of signwriting, if any at all. I use one driver, in particular, a few times a year to move containers, equipment & anything too awkward to handle any other way. Nothing's "too hard". He's great! 👍🏼👍🏼

I've commented before about red light runners and how it is like the plague, well a week or so ago here in Canberra there was a notice from ACT Policing that 54, yes 54, drivers in the ACT had been issued tickets for red light running as a result of dashcam footage sent in from other drivers, it made my day reading that. I've not had any footage lately for anything worthwhile but it is Canberra so I'm sure some 'tard will pop up along the way soon.
The Bunnings at Greenfields (Mandurah WA) might give it a run. It's opposite a busy shopping centre. Bunnings and the shopping centre use the same small roundabout for an exit. Then if drivers head east it's straight into another small roundabout, near a servo. Or if they head west it's straight into a large busy double laned roundabout where NOBODY can see what's on the otherside until it swings around the bend. When you see a gap you HAVE to tramp it or you're sitting there for ages. Traffic builds up fast there. Major roads intersecting.
Workmate got rear-ended coming out of Bunnings. Fairly new driver to Australia from India, couldn't understand why the chap didn't stop for him. Sadly no camera so guess who got the blame.

The only bad driving out here in the country is many of the boats coming past and over the hill to the places where the fishing is great; lots of one way bridges, lots of cornering on a narrowish rural road, up and over a hill windy as hell down to the beaches. In Victoria you cant stand in a no stopping zone but in NSW you are allowed too, but no longer than 2 minutes and must not stray 3m away from your car.
