I used an antitoxin once in Sacred Stones because I didn't have access to a restore staff yet. I never used a pure water though because the enemy mages are all chumps.
Pure water is really good on the ghost ship map so that your Flyer can fearlessly charge into the mogalls with a jav. They can easily fuck up Duessel, Seth and Ephraim (so your entire main force for the chapter probably) at that point in the game because they do decent damage and have a distinct numbers advantage.

And the enemy mages with thunder have a crit chance against quite a lot of characters
