For it to be an INF Fly there has to be a force out at 3rd as well. So if there were runners on 1st and 2nd, or bases loaded, INF fly would have been called.

Either he didn't have a bead on it all the way, or the amount he moved to retrieve the catch was more than "ordinary effort" deemed by the umpire
