You can get ks from fence when your low level, some have wood stock with short barrel for some reason. If you wanna run ks and waiting on restock its a decent chance to pick one up.

I don't think tarkov is a game where that would make a big difference. It's pretty easy to avoid big squad between all the noise they make letting you hear them early and they can't hear shit either with all the noise or tell who is who. Pretty rare I die to squads. Either I run away/ not engage or we get close but they can't tell I'm there.
