I think its all depending on their trading strategy if they are trading with technical maybe they dont, but if they trade for event driven strategy they need quickest news to support. I been using both in bloomberg they do have more broker research.
Why charge less when discounts are a fraud sometimes anyhow? It makes it easy to account for expenditures on Bloomberg terminal by having standard prices across the board.
