Tomoe's yellow/black jump suit is a reference to the Bruce Lee film Game of Death. Kill Bill reused the suit as well in reference to the 1978 film. Chie being obsessed with Kung Fu films would naturally reflect that cognitively in her Persona. If I remember correctly in the Persona Arena fighting game, she says "Fist of Fury!" for one of her attacks, also a reference to a Bruce Lee movie.
Just a technicality, but was she really a "samurai"? I thought that title was reserved for men. While Tomoe being in a similar role could be called an Onna-musha.
All the sources I've seen call her a samurai. We in the modern age like to divide and subdivide things into categories, but I think we get hung up on it sometimes. I see no issue calling her a samurai.
