Yeah absolutely not, Gil has been stated by Nasu to be the absolute strongest Heroic Spirit in the franchise, even if all his combat abilities is raining weapons on his enemies

And yet, Gil was beaten by Shirou. Nasu is wrong, most of the times. He tends to flub around issues and contradicts other sources, at times. Gil isn't the strongest, just has the greatest utility in using his ability. Karna is strong enough to beat Gil, but only if he was quick enough before GIl uses his Ea, because frankly, nothing beats Ea. There's a new Indian hero to be unveiled along with a bunch of heroes for Grand Order. We just have no idea who or what he is, only that he's overpowered as fuck.

He doesn't even need Ea, the chains of Enkidu would be enough to bring Karna down, Gil only ever really loses because of his own arrogance, if he took anybody seriously he would never lose, we see this with him tearing apart Heracles in Stay Night with relative ease, or him instantly destroying Iskandar in Zero, of the heroes I am aware of I think the main one that would give him a run for his money would be Ozymandias, maybe Solomon if he had prep time
