you're getting it wrong, this IS her real voice, this is the way she normally speaks off-stream too, because it's easier for her to speak this way.
I guess she has shortened tongue, but if she wants she can speak normally, but she has to force herself to do so and it tires her if she does it too much. Unlike Risu who just does a high pitched voice on stream but has a really wide voice range
