Piercings are not magnetic, and Magneto can only control magnetic metals, as his name suggests. If the piercings are made out of stuff like titanium, he wouldn't be able to do shit.
When the character was first invented, that was true. But by the 1980s writers were saying "well, all atoms are made of electromagnetism, so he can do anything to anything". They even let him dismantle ceramic missiles that were shot at him.
