Right to information is fundamental rights or not?? Because in Lucent book there mentioned,it is not fundamental rights but it entails a clause for penalty in case of delay in giving information to the applicant...but the same question ask kerala set paper 2016 there mentioned it is fundamental rights ( source textbook)
