He is referring to the sacrifices the priests did every year on the altar in the old testament. The blood shed by them wasn't sufficient which is why they had to do it on an annual basis. It was only when Jesus shed his blood that his sacrifice was final and complete.

He established the Catholic Church, which established God's kingdom on earth. It replaced the Roman Kingdom as described by prophet Daniel therein. It has been there for over 2000 thousands. It is a kingdom that shall never be destroyed or left to another people. The teaching of the Church has been clear and consistent for over 2000 years. Therefore, we don't need ignoramus to teach us their own doctrines or at worst doctrines of demons, as it happens in many protestant sects.
