You can but that will limit the reach of your video , since it does not have all the uploading features , always upload from your youtube dashboard with a browser thats the only way to access all the important features that will allow your videos to reach alot of people

How many tags is safe to use when uploading?
You should use at least 450 characters of words for tags , its better that way
