    That's back to front. As the return temp increases the flow temp needs to drop.

      No it doesn't, when the flow and return temps INSIDE the boiler are getting closer to equal the flame will shut off.
      All condensing boilers work best with a 22 degree difference between F and R.
      I bet you tell customers than the heat in the condensate is transferred back into the rads, because that's what all muppet heating engineers incorrectly think.
      It's modulation than make condensing boilers more efficient NOT recouping heat from condensation.

    The idea is to match the heat loss from the building…this can’t do that

      No it isn't. Range rating to keep (the kettle from boiling) or gettingbto hot to quick it has to kill the flame.
      The room thermostat is what takes care the heat loss of the building, not range rating.
      Range rating can be though of as being gentle on the accelerator.
      If range rating there to match the builder thermal loss, (u valve) you'd ba able to tell me how to measure the U value. But you can't measure it, all you can do is guess/estimate the value based on largely untestable building fabric.

      @@markjones1337 range rate is to adjust the appliance to match the maximum heat output required to match the heat loss of the building
