That was Manu Katché, who played with Peter Gabriel (In Your Eyes live, all of So), and Sting (Soul Cages, album) and a million others. This entire album is amazing. It won the Juno award for album of the year. So many great artists were on it, from the guy singing on this track who is from the group The Bodeans, to other artists like U2 and Peter Gabriel. Robbie worked on this album with producer Daniel Lanois, who was also working with U2 on their Joshua Tree album during the same period.
RIP Robbie, that instrument you were asking about is a Suzuki Omnichord. The lady in the video is Maria Mckee another pretty well known musician, and the video was directed by Martin Scorsese.
Great choice, and rarely covered. He followed this album with Contact from the Underworld of Redboy which also has some great cuts, particularly "Unbound".
“Storyville” came between this, his self-titled first solo album and “… Redboy”- and I think it's the best album of the three (for listening to the full album straight through at least), even though my favorite songs of his ("Unbound" being one of them) are mostly on the other two albums.

It's based in Louisiana on the river lots of hot humid nights in the bayous of Louisiana and voodoo . Very moody song puts you there in the swamps of Louisiana. Amazing song !

I'm pretty sure that's lanois playing the unique instrument in the video too. Not 100 percent sure though

That instrument (played by Daniel Lanois) is called an "Omnichord" - kind of like an electric autoharp.
