well, signora was never meant to be playable thou at least for her current model (which I think was a mistake knowing that her fanbase grew unexpectedly), for phrolova, her model speaks playable for me and she also has a tacet mark which is equivalent to vision in genshin (in short, the game won't kill a character with a vision, and so with a tacet mark), well...
@@TheWaveRover yepp, or in a copium sense, they realized that fatui members are the 2nd money maker for the game after archons (this is true), so killing her would be the solution so that they can make a playable model for her in the future (only time can tell), they already ruined the potential for her so I can't see some fatui members dying (since we're already in the story where fatui is slowly turning into an anti-hero than antagonists)

that's true her model didn't exactly fit being a playable character in the first place, thanks for the comment and insight
