Yes, the whipping cream is a must. From one baker friend to another...first, there is milk (skim, 1%, 2%, whole, and whole milk is the one used in baking if it calls for MILK), then there is cream or "half & half", which has a bit more fat than milk. Some people use this cream on their cereals at breakfast and you can also use this if a recipe calls for milk. Lastly, there is "heavy cream" or whipping cream (liquid). This is the one that you add sugar and vanilla to and then you whip it into beautiful, creamy, slightly sweet whipped cream! I really hope this helps you! They freeze very well without topping for a month or so. Once decorated they will be fine refrigerated for 2-3 days.

You can use Graham Crackers or Oreo Cookies for the base! Also you can use sheets of Gelatin.

Agar. But honestly I think if you whip the cream and then fold in to the cream cheese mix, you don't need gelatin.
