    The structure of politics in South Africa is inherently corrupt, even if you plug and play any organisation to the ANC, you'll get the exact same results. That is, there is no barrier to entry to political positions (that is, councillors, ministers, MPs, etc.), and with the majority of the people coming from historic poverty/underdevelopment, the contest for those positions will always be deadly and it will never be about ability/brains but brawns. But, to change the system, is equally almost impossible, perhaps we need an actual revolution; because those who have to change the structure are already within and it is not in their interest to do that. Basically it has to deteriorate to the point of explosion or a revolution needs to happen sooner. That is, the AG will keep on making these findings and nothing will ever happen because we have the same people in charge and it's unlikely we will have different people (in terms of behaviour) in charge.
