The state kit for Civil 3D 2015 can be found here - www.dot.state.fl.us/ecso/downloads/software/FDOT2015CADDSoftware.shtm Likewise, there are resources on the FDOT site where you can get support for FDOT created content.

Jeff, I recently attended one of your sessions held at district 7 for Florida Department of transportation. I am still having issues with this drive way tool. I can get the drawing to recognize the driveway, but I am not able to get it to recognize the sidewalk. I have been in contact with applied software support and we both are still stumped. Do you know what possibly could be the problem? if need be I can provide you a copy of the drawing that is causing me the issue.
