The world isn't limited time. The portal is open to everyone for 2 weeks while the event(s?) run, and after that you have to get to it via completing hill top story quests. Like how you need to complete New Yoke to get to Hill Top.

For the fall time just spam getting in and out of the tornado since for some reason it counts for lots of fall time. If you press V it puts u in a tornado and if u press C u get on a hoverboard
