My friend from Bihar always used to tell me that his known people who are contractors use super substandard material and corruption is also at employee level of the contractor, and there is immense corruption within Bihar govt and administration. Sir ji हमारे बिहार के मुंगेर जिला मे NH 80 का रोड बन रहा है उसमे जो छोटा छोटा पुल बन रहा है उसका रड (लोहा) सीधे बाहर से दिखता है ढलाई अच्छे से नही करता है और बाद मे मिट्टी से ढक देता है

Corruption no doubt is a main reason for this bridge collapse, but we also have to keep in mind that all the bridge collapse are happening in northern bihar, which is very prone to flood. Keeping that in mind the bridges should have been built robustly to long last.
There are many more reason, lets see what come out in future.
