(A for whatever it's worth) So when I cleaned out the burner area on my 50 year old gas boiler, and aimed for the pilot hole with the air compressor, man it threw a lot of dirt, dust, debris, etc. so I set up my vaccum hose- just had it turned on near the action to capture the majority of the nasty particles, and I also wore a allergy mask. Thanks again!
My grandmother used to shut off the gas to the boiler in the springtime every year and we happened to be visiting when she tried to turn the boiler on in September. The gas company told her it would be a week. I looked at it and it was covered by a spider nest. Vacuumed it out with my grandmothers vacuum lit the thermocouple and off went the main burner. Heat came up 15 minutes later. I told her to stop shutting off the main gas valve for the boiler as it allowed spiders to build nest as they are attracted to the smell of natural gas.
Pennco boiler - purchased / installed 2016, worked one year, after had to flip switch on and off to fire up. We spent $250 for repair which didn't last. RESEARCH REVEALED THE PROBLEM: the flame sensor had corrosion, needed a piece of sand paper to get rid of it. VIOLA= working ever since like a charm. LOOK UP INSTRUcTION on this simple fix - they are here on youtube.

The only good thing about California.. do not have boilers or use any oil fired heaters. And depending on where in california... no AC heat pumps. If have in floor heating. Use gas fired water tank/ heaters. And lot of tankless heaters for home hot water as well.
Like how theres a random desktop computer tower in the boiler room Why is there a bath fan in the boiler room? That may cause back-drafting. You want to have make up air! Looks like the person who replaced the water heater left the boiler gas valve and switch off
That, or they switched it off last spring to keep it from running and forgot they did so, but given the lack of rollout switches on the water heater you're probably right. Either forgot to turn it back on, or left it off to get another service call later on.
I would really keep my basement spotless if I had one that had those gas fired appliances. Cobwebs, cardboard and lint make for a good fire hazard. Who knows what else is stored in there. Steve, I would CYA and write down fire hazards on the card then photo it with your video. You can only be so nice but number one comes first.

Take the pilot line loose at the valve and see if there’s any gas, if yes then the pilot office is stopped up. If not valve is bad
I wish more in your industry were as attentive as you its been 10 weeks now and I can't even get a return call here in North Western mass
