@Mohammed Hussain Well, it almost has to be. Think about it--To be a villain, you have to want to change the world. To be a hero, you can simply want things to stay as they are and be willing to fight for it.
And to be willing to go to those lengths to change something... You need a powerful motivator, and good villains have sympathetic motivators. Considering a powerful, sympathetic motivator, they have to have a phenomenal backstory.
Hero *right before the villain dies* "why did you become the villain?"
Villain *with a sad smile* "because... the world needed... a hero"
Edit: due to the controversy in what I was implying here is an explanation. basically, the villain saw that the world was corrupted and wanted to become the hero to fix it but he knew that he did not have the power to change the world/become the hero. so, instead, he became the villain in order for someone to rise up, defeat him, and change the world.
yeah, the villain could have chosen another way but his vision was clouded and that was the only way he could see.

I’ve just realized this:
In a story, a villain needs a hero for the villain to exist in the story
But in other stories, a hero doesn’t need a villain to exist in the story, it just needs a threat that a hero needs to destroy.
In other words, villain needs hero but hero doesn’t need villain.
A villain is just a person with a burning desire to fulfill their plans but, in the hero's perspective, the villain doesn't align with their ideals so is a negative person. If the hero didn't exist the villain wouldn't be considered a villain. It's exactly like the sayings "The winners write the history" or "Death man tell no tales".

Protagonist Villains, Center focus of the story yet they are not the heroes of it.
Villians were once those people who were innocent who were bullied, abused, etc etc, and didn't have anyone by their side to turn to, villians became villians because they couldn't bear it, the mind got darker as the grudge increased, and we don't know what to do, we feel empty, we feel like taking revenge, so villians are the people who were good, and the normal people who hurt them are actual villains
