They are protected by qualified immunity and the courts have said they can be mistaken on the law and the facts and they're still protected. Only if you can prove they intentionally violated your rights and were motivated by personal malice could you sue them directly. At best, you have a civil suit against the department, and that's not going to deter any individual officers from unlawful acts.

This is very common.. I was loading a rifle in the trunk of my vehicle, I'm my driveway, when an army of cops showed up.. I overheard on their radios that they were responding to male walking up and down the street with a rifle, brandishing it.. WTF?!

The officers did EXACTLY as they were supposed to based on the information they had been given. The dispatcher fabricated the story, leading to the detainment (standing around without cuffs or a holding cell) until they determined that they had not actually committed a crime (trespass). They they were released.
Look up two things, criminal negligence and negligence. Going to be tough to get a criminal negligence charge filed (but not impossible) the civil case seems easy enough.
I just want to point out that the courts have ruled that an investigative detainment, which must be brief in nature, is legal. And the the dispatcher did (wrongly) accuse you of things.

Line a place up as a target? what the hell does that even mean? The guy at the beginning approached the photographer so complaining about getting their picture taken is irrelevent. When the dispatcher was informed that it was a Salem LMG plant he should know better to not dispatch anyone or at least question whether it's a private facility or government.
Line up a place = looking for targets to attack. Google earth is good static view of the property but can't show traffic moving in and out of the plant, when security guards do patrols. That might be why someone would film a plant.
Maybe the cops should explain to the workers at that facility that they can't be calling the cops for people filming, since it makes about as much sense as calling because someone is walking by your house on the sidewalk. Apparently, the cops have nothing useful to do with themselves and just enjoy a little time wasting.

I can say this the Salem PD are respectfull and friendly for the most part. They conduct themselves in a professional manner when dealing with the public. I think is because so many tourists visit Salem each year. In fact I had gotten pulled over by an officer for not wearing a DOT approved helmet, he told me it was the law and that I needed one to operate my scooter on the road way. He did not give me a tick or anything, I bought a DOT approved helmet..2 weeks later I was in a crash the helmet I was wearing cracked during that accident I was fine. If it wasn't for that officer I may not have been. I agree that there are a lot of police officers out there that don't respect your constitutional rights however, not all of them are bad. The videotapers were looking for trouble - what a shame - because there are more valid ways to fight abuse of power using this technique - and this was not an abuse of power. An incorrect conclusion to say that "any terrorist would not be filming the area" - they may have been looking for a particular angle not available. What else could the security guard do - and the police who are asked to respond - they handled it well. But in my opinion - and since an attack on that tank is catastrophic - the laws should be changed so that they can confiscate the footage - you don't look like a Taliban but you could be selling the footage. In this case, certainly the authorities should be able to run files on you. This tape may be used to highlight the issue - not what you wanted. I support your efforts against abuse of authority - it happens - but you guys are off base here in my view. Who wouldnt be concerned if some wacko's were out filming the fence around the largest natural gas tank in the state?
The professionalism of the officer kept this from becoming worse.

Being suspicious is not a crime, nor is it grounds for being detained, if they didn't give their details how did he investigate what was going on?
