There are many people saying Homura's evil or "I can't believe she turned evil" when that's far from the case. She's not evil, just very mad with "Love". It's understandable to see why she would be obsessed, after seeing someone die over and over again, that can be a very heavy psychological effect on somebody, no matter how strong their mental health or will is. And when they finally recognize your actions, of all the times you've cried for them, of all the times you've bled, they leave you for the universe, when all you've ever wanted was to be with them for the rest of your life. Sure, what she did in Rebellion was "unnecessary" in some people's eyes, but you've got to understand, if Madoka took Homura to "Magical girl heaven", then Kyuubey probably would've have found a way to manipulate Madoka into restoring the old pattern and fate for magical girls. I mean yeah, Homura should've done different things and tactics, but that didn't happen for a reason, whether for personality or plot. And if you take this information, you'll be able to see that what Homura did was "Necessary" to stay with Madoka and keep her safe. Rebellion in a genius way of showing and developing Homura's deteriorating and twisted sanity. It also does show hints of who the witch is, like the flowers dimming and changing with Homura's feelings, or the quick scene shown before or after Mami's and Homura's badass gun fight of the soul gem surrounded by teeth about to crush it. Hmm? Don't hate on Homura for something she can't even control anymore. Don't blame her for showing and finding the darker and much more twisted side of passion we hide or deny. I mean, it's obvious that's what the creators want to show us, that love can be very dangerous and self-destructive, yet addicting and eurphoric.

She tried to die in her labyrinth, and if she succeeded in killing herself, Madoka would certainly be safe as Kyubey didn't see her. (I mean, the whole Rebellion thing set up by Kyubey is only for the purpose of confirming Madoka's existence). That's the only tactic, but Madoka and her other friends didn't let Homura die, they tried to save her at all cost, that's where the whole thing falls apart. By the time Homura woke up, her Soul Gem had already been in its limit. She'd either turn back into a Witch again, or be led away by Madoka. I wonder why anyone even want Homura try another tactic in the first place. There's nothing Homura could do for Madoka in this powerless situation since Madoka had already appeared in front of Kyubey and let him see her completely in the end of Rebellion. It was only a matter of time before Kyubey tried the same method with another girl to lure Madoka into his trap. So, Homura decided to take control rather than dying and being with Madoka. That's the only possible alternative after she failed to die. Homura's love is so obsessive, but there's also no evidence that Homura wants more than Madoka's safety and happiness. Maybe Madoka and Homura are fated not to be together. They aren't even able to reunite in the afterlife. I'm pessimistic that the series can only truly end with Homura's death and Madoka being alive and happy alongside her family...

Everyone in the series tries to hold everything over their head for other people, if for once Madoka and Homura help each other carry the burden of The Law of Cycles and be selfish by keeping the other around them so neither will ever be alone they’ll achieve such a balance. Not like Homura will let Madoka live on Earth alone after the shit she went through to get her back in her arms.
