I am doing a zancudo jet theft speedrun where I go from Franklin's house to the hospital helicopter then got to zancudo steal a jet and go back without weapons or armour (equivalent to doing it as soon as you start the game) this will help a lot

Yes, but you have to go all the way back up there to get it, almost not worth it. There is some point when you get it automatically with certain aircraft and you also unlock it at ammo nation at some point via quests. So you can buy them. That said, in past GTA games, there were planes, like combat jets, that automatically had parachutes included with the ejector seat. This is not always the case in GTA V. Which is silly IMO, because in real life, any aircraft with a safety ejector charged blast comes equipped with life preserving measures.
