This is how I see it: After NFSC the Protagonist/Player Character got his revenge on Darius. So he let Angie, Kenji and Wolf run their Crews in Palmont like they did before cos they never did anything wrong to him really. Just victims caught up in Darius' sh!t. That probably got the Protagonist a lot of respect from the Bushido, 21st Street and TFK. Not sure about Kenji though...maybe Yumi is running his crew back in Palmont?
